Former Philippine president Rodrigo Duterte, who was taken into custody by the International Criminal Court Wednesday, told supporters in a Facebook video that he takes full responsibility for his administration’s deadly “war on drugs”. The ICC arrest warrant alleges Duterte armed death squads that killed thousands of purported dealers and users.
